Independent Leadership Analysis

The Austin Transit Partnership has authorized an independent analysis by the ATP Board of Directors in partnership with the Eno Center for Transportation to determine the appropriate leadership model for ATP.

The independent analysis is an undertaking of the ATP Board of Directors under Section 4.2.2 of the Joint Powers Agreement (JPA) entered into by ATP, the City of Austin, and CapMetro, and contemplates a community engagement process and the delivery of an impartial report prepared by the independent consultant evaluating the advantages and disadvantages of both separate and joint leadership models between ATP and CapMetro, and any variations thereof. This report will serve as guidance for the ATP Board of Directors to determine the appropriate leadership model for ATP.

As part of the leadership analysis, Virtual Town Hall meetings were conducted with members of the community in February. These meetings were conducted to ensure that the final report from Eno Center for Transportation is informed by the residents of Austin.

Discussion topics included were:

  • Accountability
  • Partnership
  • Innovation and industry
  • Financing
  • Legal considerations
  • Contract risk
  • Community participation
  • Equity and anti-displacement
  • Operational readiness and maintenance
