ATP’s primary financial goal is to implement Project Connect, as envisioned by its stakeholders, as efficiently and as effectively as possible.
Fiscal Year 2026-27 Proposed Budget Summary
The FY 2026-27 Budget supports advancing final design; utility relocation planning; right-of-way acquisition, integration of the design/preconstruction readiness activities between ATP’s Civils, Rail & Stations contractor, the Operations & Maintenance contractor, and the Light Rail Vehicle manufacturer; and readying early work construction packages.
During the upcoming fiscal year, ATP will prioritize protecting affordability & securing the corridor, effective contract management and implementation – and most critically – progressing & advancing through the Federal Transit Administration’s Capital Investment Grants (CIG) New Starts program.
Following the completion of the Project Development phase of this federal process, ATP expects to move into the Engineering phase—one of the final steps before executing a Full Funding Grant Agreement.
The FY 2026-27 Proposed Budget provides an organizational overview, budget highlights, departmental priorities and outcomes. ATP’s Fund Summaries include Operating Fund, Light Rail Capital Fund, CapMetro Projects Fund and the Anti-Displacement Investment Fund.
Staff presented the Proposed Budget to the ATP Board at its July 15 Board Meeting. The Board is scheduled to adopt a final Budget Sept. 16, 2026, at its regularly scheduled meeting.
