In her current role, Courtney leads the Community Engagement team and builds strategic partnerships throughout the community to include initiatives involving workforce and small business development initiatives to increase economic opportunities for historically undervalued and underinvested communities in the Central Texas Region. She also oversees the Federal Civil Rights Programs that include Title VI, Title VII, and the Disadvantaged Business Enterprise Program.
In her previous role as Deputy Director of the Civil Rights Division at the Texas Department of Transportation (TxDOT), Courtney led the creation of the ConnectU2Jobs program designed to support justice-involved youth to obtain thriving wage jobs and career pathways in the construction industry. The program has been celebrated by the United States Department of Transportation as a model for future programs. In addition, through cross-department collaboration she developed TxDOT’s first Justice, Equity, Diversity, and Inclusion Council and supported the educational development of TxDOT’s staff on topics around equity and Title VI. Courtney has more than a decade of experience in the equity and inclusion field developing and implementing holistic plans that incorporate both internal and external performance measures. She is passionate about shifting power dynamics to move towards inclusive and equitable outcomes for everyone.
Courtney is a graduate of Pomona College with a degree in Public Policy and the University of Texas School of Law.
